User Pays announced for edu.au Domains

Policy decisions relating to the edu.au domain space are managed by edu.au Domain Administration Committee [eDAC]. As from 6May 2004, eDAC advise that holders of edu.au domain names will contribute to the costs of maintaining the domain.

eDAC is a subcommittee of the Australian Information and Communications Technology in Education Committee [AICTEC] which was established by the Ministerial Council for Education, Employment, Training and Youth Affairs [MCEETYA] in 2001.

eDAC upholds the following underlying principles in terms of management of the .edu.au domain space:

education.au limited was contracted by the Australian Government Department of Education, Science and Training [DEST] to act as registrar for the edu.au domain from 12 June 2003. The registrar implements policy and administers the .edu.au domain on behalf of the education and training community in Australia. education.au limited will manage the introduction of the user pay system.

education.au limited is a ministerially owned company, which manages online services on behalf of the education and training community.

In 2002 and 2003, costs for registering edu.au domain names and maintaining the registrar were met centrally by MCEETYA, the Ministerial Council for Education, Employment, Training and Youth Affairs.

From 6 May 2004 new edu.au registrations will cost $AUD100.00 (plus GST) for two years. The same cost and time period will apply for existing edu.au domain names on their renewal.

How this is implemented will depend on whether an organisation is managed centrally, or is an individual entity.

Some jurisdictions will want to pay centrally for all their constituents' edu.au domain names.

In this case a one-off payment will be made by the jurisdiction to the registrar, and all existing registrations will be extended for a two-year period. Schools, registered training organisations, and other institutions that fall into this category will not receive individual notifications.

In the case of individual registrants, each will be required to pay for each of the domains registered by their organisation.

The .edu.au domain is recognised as a quality mark for education services in Australian education and training and is only available to education departments and organisations, schools, universities, and vocational education and training registered training providers. Organisations must meet policy guidelines to obtain an edu.au domain and this ensures only education-related information is found on sites with an edu.au domain.

May 2004 - education.au limited will negotiate payment arrangements with jurisdictions in each state and territory.
For jurisdictions that manage registrations centrally, a single payment for all their domain registrations will be made and all existing registrations will be extended for a two-year period.
If an organisation is part of a jurisdiction where the edu.au domains are centrally managed, individual organisations will not receive individual notifications or renewal notices.
Cost is $AUD100 (plus GST) for two years' registration for each domain name.
Individual organisations
Individual registrants will be required to pay for all domains registered by their organisation.
Cost is $AUD100 (plus GST) for two years' registration for each domain name.
Notifications for renewal of domain name licences will begin in June 2004 and will be phased in over 12 months.
